Home Elevator Code and Permits: ASME A17.1, Inspections, and Residential Lifts

Home elevators and residential platform lifts fall under different safety standards, with different permit and inspection paths.

Two standards, two very different products

People use "lift" and "elevator" interchangeably, but the code does not. A private residence elevator is an enclosed cab traveling in a hoistway, covered by ASME A17.1/CSA B44 Part 5. A residential vertical platform lift is an open or partially enclosed platform, covered by ASME A18.1. The distinction changes permitting, inspection, and often which contractors are licensed to install it.

The space-between-doors requirement

The most consequential recent change in residential elevator safety concerns the gap between the outer hoistway door and the inner cab gate. On older installations this space could be large enough for a small child to occupy while the cab moved — a hazard that led to injuries, recalls, and litigation. Later editions of the standard restrict that clearance, and space guards or door-position monitoring are commonly used to close the gap.

Permits you should expect

  1. Building permit for the hoistway, framing, pit, and any structural modification.
  2. Electrical permit for the dedicated circuit and disconnect the unit requires.
  3. Elevator permit or registration, in states that license elevator installation separately.
  4. Inspection at rough-in, and a final inspection or acceptance test before the unit is used.

Reputable installers pull these permits as part of the contract. Confirm in writing who is responsible for each one. If a contractor suggests skipping the permit because "it's inside your house," treat that as a reason to get quotes elsewhere — unpermitted elevator work can surface as a problem during a home sale, insurance claim, or after an incident.

Ongoing inspection and testing

Some states require periodic inspection of private residence elevators; many do not, leaving maintenance entirely to the homeowner. Regardless of what is required, manufacturers specify service intervals, and the emergency phone or intercom, battery lowering, and door interlocks should be tested on a schedule.

  • Ask the installer for the acceptance test paperwork and keep it with the house records.
  • Keep the maintenance log — buyers and inspectors ask for it.
  • Confirm whether your state requires a licensed elevator mechanic for service work.
  • Verify the emergency communication device still works after any phone or internet change at the house.

Homeowners insurance and disclosure

Tell your insurer when an elevator is installed. Carriers handle this differently — some treat it as a normal home feature, others adjust coverage or ask for the inspection certificate. At sale time, most states require disclosure of major mechanical systems, and an elevator with documented permits and service history is far easier to explain than one without.

Do I need annual inspections?

That depends entirely on your state. Some require periodic inspection of private residence elevators; many leave it to the owner. Manufacturer-recommended service intervals apply either way.
